Project description

FISTERA, the Thematic Network on Foresight on Information Society Technologies in the European Research Area, is funded by the European IST (Information Society Technologies) programme of DG Information Society (Ref.: IST-2001-37627). It started in September 2002 and is scheduled to run three years. Core partners (coordinators, work package leaders) are the IPTS (Institute for Prospective Technological Studies, part of the European Commission's Joint Research Centre, Scientific Coordinator of the network), GCI (GOPA - Cartermill International, Belgium, Administrative and Financial Co-ordinator), ARC/sr (ARC Seibersdorf research GmbH, Division Systems Research Technology-Economy-Environment, Seibersdorf, Austria), PREST (Policy Research in Engineering, Science and Technology of the University of Manchester, United Kingdom), TILAB (Telecom Italia Lab - Scenarios of the Future, Italy) and ITAS (Research Centre Karlsruhe, Institute for Technology Assessment and Systems Analysis, Germany).

The aim of the thematic network FISTERA is to bring together on a systematic and extended basis, actors and insights in national foresight exercises on IST (Information Society Technologies). To achieve this, a set of complementing tasks have been defined. Major tasks are:

  • analysis and review of national foresight exercises with respect to their IST content;
  • building aggregate pan European Technology trajectories and a timeline mapping potential developments of selected key emerging technologies (KETs);
  • mapping the European IST actor space identifying main strengths and weaknesses of European IST players in research and industry;
  • scenario exercises looking at wider aspects of IST applications.

These tasks are accompanied by a range of dissemination and awareness raising measures like "roadshow workshops", conferences etc. In the end a valuable contribution to the construction of the European Research Area in the field of both foresight and IST are expected.

ITAS is leader of work package one. The task of this work package is to construct an IST sector specific analysis for the enlarged Europe (EU 25) taking into account national Foresight exercises, and building upon existing general comparisons of foresight studies. Differences of foresight studies in different countries will be explained, and conclusions will be drawn on IST developments and IST-foresight requirements at the European level. This is particularly important given that the national exercises are generally lacking a European dimension.
