Applying the Helmholtz Society's integrated concept of sustainability which was developed by ITAS a detailed problem analysis is carried out in the field of housing and construction. The analysis centres on housing as a basic human need considering all societal and economic activities required to satisfy this need. Compared to other sustainability studies which focus on selected issues, such as land consumption, material flows or socio-economic problems of housing this study aims to investigate all factors of sustainability in this area. This approach allows to put very heterogenious problems in a larger conceptual context, to identify interdependencies and conflicting goals as well as to detect win-win-solutions. By means of three explorative scenarios alternative societal paths of development are described and their impacts on the housing and construction sector are outlined. Finally strategies and measures to reduce current and future sustainability deficits are discussed. Beside legal, economic and spatial planning instruments the study also deals with technological options to solve these problems. The results shall provide hints and ideas how to overcome obstacles on the way to sustainable development. The study addresses interested scientists, policy makers and practitioners in the field of housing- and construction industry, regional and urban planning.
